Well I finally was able to get my Quadratec Tent Sale bumper installed. It was pretty easy! 
We had to go to Lowes to get some Grade 8 bolts with lock washers. It was harder to get the factory bumper and hidden hitch off then to get the new one on. Here are some pics.

This Jeep has been owned by three different people before me. The second owner was the one that did the lift and most of the upgrades. One of the upgrades was a rear disc conversation. When he did that he did NOT put on the e-brake kit! My drive way is a little steep so I decided that I didn't want to risk the Jeep breaking loose. Hence the chocks... I spoke with my mechanic and he said that to get the e-brake installed it would run between $600-$1,000.

Yea I love it! Doesn't really match the ARB on the front but that is OK cause I got the bumper so cheap.
its a 98 with 03-05 rear disc brakes. its supposed to have the inner drum-style ebrake but it doesnt even have the hangers for them.

What axle is it ?
You could put a line-lock in the brake system, a lot cheaper than $1000, plus it's very cool, these will lock all four brakes, good for trail use...
Not for sure it would work for a jeep, but they work well in race cars and I've seen them on military vehicles, instead of air brakes...

that was the route i was going to take however I never got around to it.
