Not in Dover but Macklin tire just south of milford is where I get all my tires. Best prices I have found in the area.
Ive heard alot of good reports on macklin.... I goto kings tire and lube in milford.. My uncle owns the place so its rather moot to go anywhere else. Also try tire rack.com
I just bought my tires from tirebuyer.com and had them shipped to my local Mr Tire. Free shipping, they showed up in 3 days via FedEx and I got an additional $70 off the order because I found a coupon code on retailmenot.com. I paid the best price I could find and they are only charging $16.50 per tire to install. I'm not complaining at all.

King in Camden is pretty good, and the firestone in front of the blue hen mall will mount anything you bring them (tire rack) inexpensively.
