u answered your own question. The fog lights turn on/off with the toggle under the hvac center and there is nothing on the turn signal salk. They r powered off the fuse box behind the glovebox (i think).
I believe that they moved the switch in O3 from under the HVAC to the turn signal switch. I’m not sure if you installed a new turn signal switch with the fog lights if it will work or if you have to tell the computer to turn that on.

My section below the HVAC block is four fake switches. But my question remains, where does the wiring I found near the front bumper end up in the cab?
the schematics for the head/fig lights r available if u do a google search. I didnt look it uo but i can cause i have a '98 fsm but the power comes from the fuse panel behind the glove box and the ground is spliced into the headlight ground. The switching goes through the multifuncion switch on top of the steering column
