I put the the fuse in slot #28 but it still won't start. What would my next move be to chk starter? Or is there something else I should try first. It won't start on 4low either

do i have to put in a fuse in #28 slot and still have the clutch positioning switch hooked up or can i unplug it? do i also need to do anything with the harness end? like closing the circut or do i just leave it hooked up? can i also started on 4low and why is it not engaging the 4low when we try to move it down to 4low

My nephew got a 2006 wrangler. I'm not sure if it's the sport or rubicon. On the side it just says jeep. He drove it for a week and said that it ran perfect. Today he went to start it and it won't start. He called me since I have a yj but they are very different , my yj is a lot simpler to work on. Anyways we checked the battery and terminals and it's all good. the engine light and all interior accessories come on but it won't turn over at all . No click's or anything. I was told to check the neutral safety switch connected to the clutch. It's seem to have gone bad. I saw online that it can be bypassed to start the car. Can somebody explain how to do this? He wants to get rid of it all together
Thanks DÉJÀ

My 87 yj is idling real high. about 2500rpms when stopped at a light. is there a particular vacuum hose i should be looking at?or is there anything else i should be paying close attention too?
