blown fuses

i have replaced my dome light fuse three times now in my 91 xj and it blows in just a couple of minutes. I have no idea as to what the problem might be so im lookiing for some help or suggestions

Three possibilities I can think of...in order of easiest to worst problem to fix.

Wrong size fuse (amp)
Wire shorting
Too much power to the box
