I'd try a few things first and in this order... 1. Different DMV or inspector 2. Thinner tires just for inspection (borrow a set and try before you remove the wheel spacers) 3. Temporarily add some material to the flare to make up the difference in tread coverage.you will have more time in going to pick up the smaller tires than taking off wheel spacers

Yes, and the stock jeep pcm is running the gauges and the 5.3 is just running the motor -
the dash lit up and it flashed 05-02

None of the gauges sweeped

If you hold the trip reset button in and turn the ignition to run it should sweep all the gauges.
That would be my starting point.

I finally got some time to get back to working on the jeep. I am still having problems with the engine coolant temp gauge. It is reading through the OBD2 port with a scanner but the gauge on the dash will not work. I am assuming that the gauge is bad but it worked fine before the motor swap. all the other gauges work.... any ideas?

ok,i messed with it for a few before i took it to the exhaust shop. it is reading fin through my scanner but the gauge on the dash is not reading, so that narrows it down to a problem in the dash

I measured it Acrossed the connector with the sensor unplugged
Black w/ blue wire is ground and tan w/ back is the 5 v
