I cut my lines to the a/c system when I switched out my engine. Also 2 years prior to that my a/c stoped working because I had a hole in a line. Question: By doing this did I screw up the condenser and evaporator by allowing in moisture? cause if so I guess I will be leaning towards an onboard air system.

there is a potential for that, but there are cleaners available to take care of that. also blow them out well, replace the drier/receiver and put on new lines, add oil, then pull a vacuum for a good hour. then recharge and it should work.

After you pull a vaccum let system sit four 15 minutes and see if it holds a vac.

Could you guys recommend a shop or anyone in or around the dover thats able to do what your saying?

I would be willing to help you out. we can pick up 134a at any parts store, as well as the hoses and drier/receiver. I am pretty sure I have the cleaner laying around here somewhere. I should be able to get a vac pump and I have gauges and fittings for 134a.
PM me as to what your thinking timeline wise and we can come up with something.
