What two settings ?
1 and 4 right ?
My bet is its the resistor that shot .
Tho it's recommended that you replace them both at the same time .
FWIW you have to buy the cluster to get the fan switch .
IIRC just over $100 bucks .
Also becareful removing it as the light bulds that light up the cluster are tiny and
$9 bucks a piece . There are 3 in there .

thats what i thought too till i put a new one in and still didnt work waste of like 30 bucks.....then i wiggled the wires behind the dash and bam, it worked, mine only didnt work on the third setting though.
my 04 don't work on the lowest two settings... I've been dealing with it for a wile, but I think I'll tackle it next weekend?
I'm gonna try looking at the wiring and/or pull the resistor (if two of them are fried then I know The cause, and I could run a bypass to see if they come on full blast in lowest two settings at full voltage)

about an hour south of you wayne. just up the street from me LOL pretty much the corner where DE, MD, and PA all come together.
i had the same thing happen in my 03 wrangler. it was the resistor (covered under warranty so i didnt get to play with it myself)
the resister is on the pass side under the dash, its consealed by a cover so look around for some wires...
