I have a 13' rod and the handle really doesn't fit in the 2" holder.

Yea I bought 2" I thought it would be too big

Are you going to be able to slot them?
Helps a lot with keeping them in place.

They are 1.9".

Most are 1 1/2"That's probably true for ones designed for boat rods.
Surf rods tend to be fatter at the handle.

You can also just use bungies to keep them from spinning.

You can also just use bungies to keep them from spinning.Yeah, I made some a few years ago and slotted them and still run a small bungee across them to keep them from going anywhere.
Slotting is the only way to go though. A good roto tool will do it. (of course, I was using pvc and mounting to a basket whereas it may be a little more difficult if your using aluminum tubing, but will look better if your mounting permanently on the Jeep!)

You can make them as long as you want, just make sure the butt of the rod doesnt get too close to the ground or you may bust it off if you drop in one of the deeper ruts.
