Well I finally got time to stick my melon under the jeep to investigate the non-working locker that decided to manifest itself during my last trail ride.
As I was running the playback through my mind, I seem to recall it working for at least part of the day at RC.....and then all of the sudden 
blink - blink - blink.....
......Well it seems that my Lt rear upper control arm articulated up enough to pin the air line from the compressor between itself and a bracket for a brake line just perfectly sheering the 3/16" air line in 2.
So I went to Dover Hardware this a.m. before work and bought a couple couplers (fun to say) and some extra 3/6" hose and tonight, I'll be re-routing that puppy
