ive lost the horn and ive lost cruise in this damn thing and cant figure out why. anyone with experience or knowledge of this??

Did you check for any codes?
EDIT: Sounds like a bad clock spring since those two are on the wheel itself.

x2 sounds like the clock spring. Mine went bad and caused the cruise and ESP to stop working. -

Don't know that this applies to you but just a word to the wise for others.
If your steering linkage is disconnected to replace a steering box, etc.; the steering wheel will spin forever destroying the clock spring.

Bungee cord from the wheel to the brake pedal is your best friend. -

i wish the damn esp would stop working. so a clock spring huh. what the hell would make that just go bad? I didnt disconnect anything

Not sure. I only had about 10K on my JK when mine went bad. I was taking a left and the ESP went nuts and the light wouldn't shut off afterwards. It was the clock spring. Here is the post from when mine failed.
