Personal opinion, IPF H4 headlight conversion and Fat Boy bulbs. I have had them for almost2 years, they work great and I will continue to use them.

the term "best" is very subjective, but many have had good luck with the sylvania silverstar bulbs. much whiter light, somewhat brighter, and a very easy upgrade in terms of cost and time it takes to install.

I don't know if TJ headlights run off of relays or not, but the best upgrade I did to my CJ headlights was to run them off of relays instead of the dash switch. If this is applicable to TJ's I would recommend that.

one of my headlights has a crack and retains water... so I have also been looking at the IPF H4 conversion... 180 bucks is alot but if they are as bright as people say then it may be worth it. Quadratic offers them at $165 (shipped) if I use my 10% discount

Either the Hella VisionPlus lights (h4 and include bulbs) for 50/ea or the IPF housings already mentioned with your choice of bright bulbs. Anything over stock wattage and you need a harness. I run the IPF with their discontinued blue-glow bulbs. I bought the harness and will install 100/70w bulbs then. Anything over the 60/55w bulbs are illegal for road use though!

If you decide to run fatboys, convert your headlight wiring to relays. I melted my switch.

Anyone running the Delta quad bar Headlight Kit w/ Xenon Hyper White's
it is less wattage but seems like less hassle and cheaper and is also street legal? -
the Quadbar kit is the same wattage as the Hellas I mentioned before. The only downside of the Quadbar is that the lens is flat, so it's more prone to being cracked by a rock. (so lift your Jeep some more. )

I run the delta quadbars, love'em. The beam seems to be pretty focused on straight ahead though, I may have a different opinion if I didn't have my fog lights to iluminate the peripherials on the dark back roads.

Fat Boys are only 60W/80W and I have had no issue with damage of any kind using my factory harness and the IPF conversion lenses. I even run them as DRL's so if they were going to damage anything chances are they would have by now. Experiences obviously vary.
I was not impressed at all with the brightness of the Silverstars, which I tried first, so I kept them as "spares" and eventually just threw them in the trash...
