How hard is it to get these bolts out? Between being torx and painted over, I'm guessing it's a pain. Any tips or tricks? I'm installing light brackets.

Make sure you are using the right Torx bit and use a impact driver. Just don't smack it too hard you break the windshield.
Its usually the surface friction between the bolt head and frame that makes it so hard. That taper just rusts in. If u have to drill the head out the rest usul comes out easily.
I managed to get mine out and my jeep is a rusty pos. I replaced the torx with regular bolts.
IIRC, I stripped out 3 or for that had to be drilled out. I'm all good now with hex headed bolts.
Use an impact gun on forward for a second or two then reverse them out with the gun.

-Ensure the torx bit is fully seated....as in it doesn't hurt to hammer that F'r in
If they do strip rather than drilling I've had good luck welding a nut to them and then taking an impact and backing them out. The heat from welding the nut on works wonders at breaking stuff loose.
